29 It should be noted that the £1.2m contribution towards wider transport network improvements and transport interchange facilities at Haven Green will be pooled together with £1.3m from the adjoining Arcadia redevelopment proposal, which has been approved by the Mayor but called in by the Secretary of State. Furthermore, the delivery of the Haven Green bus interchange is completely dependent on developer s.106 funding and cannot be publicly funded by TfL.
41 The Council’s resolution to grant permission for this development is subject, among other things, to a legal agreement to secure the following:
• 210 units of affordable housing (of size, mix and tenure and specified in the application).
• An exemption on future residents from obtaining car parking permits.
• A City Car Club and implementation of a travel management plan approved by the Council.

A financial contribution of £1.04 million to improve local parks/public open space and offset a shortfall in amenity space; the provision of allotments to meet local demand and tree planting.• £600,000 towards healthcare improvements in the local area.
• £781,000 towards local education provision for school age and pre-school children.
• £200,000 towards employment and training provision.
• £1 million towards social and community, sports and leisure provision within the town centre.
• £180,000 towards the provision of a ‘shopmobility’ scheme or its implementation by the developer in accordance with details to be submitted to and approved by the Council.
• £50,000 towards traffic calming, reshaping the road geometry and parking layout on Longfield Avenue.
• £125,000 to improve the junctions of Longfield Avenue and Uxbridge Road; and Longfield Avenue and Gordon Road.
• £30,000 to improve the junction of Longfield Road and Castlebar Road; and Longfield Road and Gordon Road.
• £100,000 for Uxbridge Road improvements, including potential reconfiguration of Springfield Road/Uxbridge Road junction, provision of pedestrian facilities and relocation of bus stops.
• £100,000 towards travel demand management in the town centre- primarily aimed at containing the impact of the development on the road network.
• £1.2 million towards wider transport network improvements and transport interchange facilities at Haven Green.
• £50,000 towards the implementation of public parking messaging for the town centre.
• £25,000 towards a review of the adjoining controlled parking zone and any resulting changes to orders, hours or signage.
• £5,000 towards travel-plan monitoring.
• £1.5 million towards public realm improvements within the town centre.
• Permanent public access, maintenance and management of the public realm within the development.
• Provision for the reallocation of contributions within the overall amount agreed, to allow flexibility with regard to final costs, to ensure that the full impact of the development is met.
• Provision of a surety to guarantee payment of the contributions listed above.

Payment of the Council’s reasonable legal and other professional costs in preparing and completing the agreement.
